The funny thing is...I actually saw three new Volvo V40 variants with special plates and thought I stumbled on something cool. Then I looked further in the lot and saw those and omg!

those long exhaust pipes mean these are emissions/fuel economy test cars, so they may have bunged a trailer hitch onto them as something for tie-downs while they’re on the chassis rolls.

I see a 2" reciever hitch, that settles it. If I can put a bike rack on it or tow a trailer I’m getting one.
